Subject :- Work Study : Cadre structure of Gr “B’ and Gr ‘C’ personnel in IA&AD : Manpower Estimation Tool.

Sir/Madam,

The Work Study on the re-structuring of Gr ‘B’ and Gr ‘C’ cadre in IA&AD by M/s Deloitte (Consultants) has since been completed. Various suggestions given by the Consultants and included in their Report are presently under examination for its applicability.

2. As a part of their assignment, the Consultants have also designed a tool for calculating the staff strength that may be required for smooth functioning in various offices under a particular domain. This Man Power Estimation Tool (MET) has been developed on the basis of the detailed activity directories prepared by the Consultants in respect of different Wings i.e., A&E, Civil Audit, Defence Audit, Commercial Audit, Railway Audit, P&T Audit etc. As you know, few months back, these Activity Directories were circulated to all the Field Offices for examination and feedback. On the basis of the feedback received from the Field Offices, these activity directories were further validated by the Subject Matter Experts (SMEs) for its finality and ultimate use for developing MET.

3. The next course of action is now to use this MET for calculating staff strength in different offices in IA&AD. To begin with, it has been decided to invite the nodal officials in all the A&E Offices for one day Workshop. In this context, you are requested to depute the Group Officer (Admn) and one nodal official who is proficient in EDP environment, more particularly in Excel, for this Workshop. In case of non-availability of the Group Officer (Admn), another Group Officer is required to be nominated. As these are specified slots earmarked for different Wings, it would not be possible to organise this Workshop again. The officers while coming to this Workshop are required to bring their Laptops and all the necessary data for calculating the staff strength. A separate communication will follow on the nature of data that would be required while using the MET.

4. This Workshop is scheduled to be held on 22nd March, 2011 in this office. Exact venue and timing will be intimated separately. The nominated officer/official may be advised suitably in this regard.

5. Receipt of this letter may please be acknowledged and names of the officer/official who would be attending this Workshop may please be intimated at the earliest.
